Kuwait’s Ministry of Justice has introduced Ministerial Decree No. 147/2025, published in the Official Gazette on November 2, 2025, amending the Notarization Law (Law No. 10 of 2020).

Under the new provisions, Powers of Attorney (POAs) are now valid for a maximum of five years unless a shorter period is specified or the POA is terminated earlier. Existing unlimited POAs will remain valid for two years from the date of publication.

The amendment excludes commercial agency contracts and other cases that may be exempted by the Ministry of Justice.

This reform forms part of Kuwait’s broader efforts to modernize notarization procedures and ensure legal clarity in document validity, particularly as the country moves toward greater adoption of digital and remote notarization systems.
