Saudi Arabia has climbed to 40th place in the 2025 edition of the Global Intellectual Property Index, published by the U.S. Chamber of Commerce. The Kingdom recorded a 17.5 percent increase in its score, making it one of the fastest-improving jurisdictions among the 55 countries assessed.
This progress reflects a wide-ranging transformation of the country’s IP environment, aligned with Vision 2030. Since 2019, Saudi Arabia’s overall score has risen from 36.6 percent to 53.7 percent—a cumulative improvement of more than 40 percent in six years.
Key developments contributing to this rise include:
- Extending design protection terms from 10 to 15 years
- Establishing a dedicated prosecution office for IP-related cases
- Launching online enforcement systems for copyright and trademark violations
- Increasing public awareness efforts and inter-agency coordination
- Accession to major international IP treaties
The Saudi Authority for Intellectual Property (SAIP) continues to lead these efforts, reinforcing the country’s ambition to become a regional hub for innovation. The improvements in enforcement, legal certainty, and international alignment have made the IP landscape more transparent and attractive to both local innovators and foreign investors.
Saudi Arabia’s performance in this year’s index positions it as a promising model for emerging economies working to embed intellectual property into their long-term development strategies.
